A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.


The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent:

PRESENT: Allen, MacAfee, Strebel, Brown, Meehan, Gan – 7

ABSENT: None – 0


Also, in attendance was Alton Township Assessor Sheryl Beilsmith.


Mrs. Brown made a motion, seconded by Mr. Meehan, that the minutes of the regular meeting of October 9, 2024 be approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

NAYS: None – 0


Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $4,240.82; Town Fund in the amount of $60,055.88; Illinois Municipal Retirement Fund in the amount of $1,199.28; Social Security fund in the amount of $1,062.61. Mrs. Brown made a motion, seconded by Mr. Gan, that said Bill Listing be approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

NAYS: None – 0


Chairman Bohart presented the following speakers. Lyndsey Younger, Damion Jones, Ruby Berghoff. Mr. Meehan made a motion, seconded by Mrs. Brown, that the said speakers be approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

NAYS: None – 0


Ms. Younger with Alton Park in Rec. spoke, re: following resolutions.


Mr. Jones from SALT spoke, re: pickleball courts.


Mrs. Berghoff, President of Alton Pickleball spoke, re: pickleball courts.


Chairman Bohart present the following (2) resolutions:


A. WHEREAS, the Township of Alton, Illinois has authority to enter into intergovernmental agreements for the purposes of sharing funds and assets pursuant to Article VII, Section 10 of the Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS 220/1 et. seq.; and


WHEREAS, The City of Alton, Illinois is undertaking duly authorized improvements to Gordon F. Moore Community Park;


NOW THEREFORE, BE IT RESOLVED AS FOLLOWS:


That the Township of Alton, is authorized to enter into an intergovernmental agreement with the City of Alton, Illinois to fund shade structures for pickleball courts and picnic tables in the amount of $13,492.76.


Alderman Strebel mention getting 2 bids. Chairman Bohart informed Alderman Strebel, there is no need for any additional bids since the amounts were under $30,000.00. Resolution A. was requested by Ruby Berghoff, President of Alton Pickleball.


Mr. Gan made a motion, seconded by Mrs. Elliott that the said resolution be approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

NAYS: None – 0


B. WHEREAS, the Township of Alton, Illinois has authority to enter into intergovernmental agreements for the purposes of sharing funds and assets pursuant to Article VII, Section 10 of the Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS 220/1 et. seq.; and


WHEREAS, The City of Alton, Illinois is undertaking duly authorized improvements to Rock Springs Park;


NOW THEREFORE, BE IT RESOLVED AS FOLLOWS:


That the Township of Alton, is authorized to enter into an intergovernmental agreement with the City of Alton, Illinois to fund a picnic pavilion and 2 picnic tables in the amount of $23,885.10. Resolution B. was requested by Ron Mayhew and Damion Jones from SALT.


Mrs. Brown made a motion, seconded by Mrs. Elliott that the said resolution be

approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

NAYS: None – 0


Alderwoman Allen spoke regarding grants being done.


There being no further business to come before the Board of Trustees at this time, Mrs. Brown made a motion, seconded by Mr. Meehan, that the meeting adjourn. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

Mrs. MacAfee made a motion, seconded by Mrs. Brown, that the minutes of the regular meeting of September 25, 2024 be approved. The motion passed by the following vote:

Chairman Bohart presented the Monthly Report for September 2024, (All Funds): Town Fund in the amount $835,366.78; General Assistance Fund in the amount of $181,258.99; Social Security Fund in the amount of $72,815.97; Illinois Municipal Retirement Fund in the amount of $83,140.29; Town Savings Fund in the amount of $202,086.38. Mr. Strebel made a motion, seconded by Mr. Meehan, that the Monthly Report be approved and placed on file. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Gan – 6

ABSENT: Elliott – 1


Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $13,521.86; Town Fund in the amount of $60,902.69; Social Security fund in the amount of $1,088.41. Mr. Strebel made a motion, seconded by Mrs. MacAfee to request to separate Community Projects under Town Fund. The said request was approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Gan – 6

Mr. Meehan made a motion, seconded by Mrs. Brown, that the Bill Listing excluding the Community Projects under Town Fund, be approved. The motion passed by the following vote:

Mr. Strebel made a motion, seconded by Mrs. Allen that the Community Projects under Town Fund, be Laid over.

TOWN OF ALTON, AN ILLINOIS TOWNSHIP, RESOLUTION TO FIX COMPENSATION

OF ELECTED OFFICERS FOR POSITIONS ELECTED IN 2025


WHEREAS, the Town of Alton, an Illinois Township, has certain Elected Officers who are elected to positions consisting of:

(1) The Supervisor who is the Chief Executive Officer of the Township, and who also serves as the Supervisor of General Assistance for the Township; and

(2) The Assessor for the Township; and

(3) The Clerk, who serves as the Ex-Officio Clerk of the Township; and

(4) The Township Board Members.


WHEREAS, Illinois Compiled Statutes, Local Government, Act 145, Local Government Officer Compensation Act, 50 ILCS 145/1 through 145/90, effective November 8, 1995, requires that the compensation of elected officers is to be fixed by the unit of local government at least 180 days before the beginning of the terms of the officers whose compensation is to be fixed; and


WHEREAS, the aforesaid elected officers whose positions will be voted upon in an

election in 2025 and whereby the term of office for the Supervisor to be elected, and the term of the office for the Ex-Officio Town Clerk to be elected, and the term of office for the Township Board Members to be elected, will all begin on the third Monday in May, 2025, the same being May 19, 2025; and the term of office for the Assessor will begin on January 1, 2026; and


WHEREAS, although the term of office for the Assessor begins by statute after the terms of office begin for the other said elected officers of the Town of Alton, an Illinois, Township, the salaries for all elected officers must be set at the same time as for the other officers


NOW THEREFORE BE IT RESOLVED that the Compensation for the Elected Officers of the Town of Alton, an Illinois Township, be and hereby is set as follows for the respective office and their respective term of office for which elections will hereafter be held in 2025:


ELECTED OFFICER POSITION COMPENSATION EFFECTIVE AT

BEGINNING OF TERM OF OFFICE

AFTER THE 2025 ELECTION


(1) The Supervisor of the Township, who Salary for term beginning in May 2025 

also serves as the Supervisor of through April 30, 2026 = $81,000.00 General Assistance Salary for term beginning in May 2026

through April 30, 2027 = $81,000.00

Salary for term beginning in May 2027

through April 30, 2028 = $81,000.00

Salary for term beginning in May 2028

through April 30, 2029 = $81,000.00

The Supervisor Salary shall be paid bi-weekly in 26 installments each year, and in addition to the above stated Salary amounts each year there shall be paid reimbursable mileage each month on an accounting basis of mileage at

the rate per mile allowed by the IRS each applicable year of the term of office, plus the Employer Contributions shall be made for the applicable employer share of the Group Medical and Life Insurance cost for the Supervisor and also the applicable I.M.R.F., Social Security, Medicare and Medicaid Employer Contributions due as a result of the Supervisor Salary.


(2) The Assessor of the Township Salary for term beginning January 1, 2026 through December 31, 2026 = $81,000.00

Salary for term beginning January 1, 2027 through December 31, 2027 = $81,000.00

Salary for term beginning January 1, 2028 through December 31, 2028 = $81,000.00

Salary for term beginning January 1, 2029 through December 31, 2029 = $81,000.00


The Assessor Salary shall be paid bi- weekly in 26 installments each year, and in addition to the above stated Salary amounts each year there shall be paid reimbursable mileage each month on an accounting basis of mileage at the rate per mile allowed by the IRS each applicable year of the term of office, plus the Employer Contributions shall be made for the applicable employer share of the Group Medical and Life Insurance cost for the Assessor and also the applicable I.M.R.F.,

Employer Contributions due as a result of the Assessor Salary.



(3) The Clerk, who serves as the Ex- $25.00 per meeting attended, to be paid

Officio Township Clerk monthly.


(4) Each Township Board Member $25.00 per meeting attended, to be paid

monthly


In addition to the foregoing stated compensation applicable for each said elected officer, appropriate withholdings from said compensation shall be made by the Town of Alton, an Illinois Township, and filed for such elected officers when and as may be required from time to time during their respective term of office for federal and state income taxes, federal Social Security, Medicare and Medicaid taxes, group medical and life insurance, I.M.R.F., and any other proper and lawful withholding as required by law and/or as designated by the elected officer during the term of office, including but not limited to united way or other charitable contribution designations, wage assignments, wage deduction orders, etc. Mr. Brown made a motion, seconded by Mrs. Strebel that the said resolution be approved. The motion passed by the following vote:

AYES: Allen, MacAfee, Strebel, Brown, Meehan, Gan – 6

NAYS: None – 0

ABSENT: Elliott – 1


There being no further business to come before the Board of Trustees at this time, Mrs. Brown made a motion, seconded by Mr. Meehan, that the meeting adjourn. The motion passed by the following vote:

The Township of Alton is split between 2 offices. You can find the Assessor's office at 102 E. Broadway, at the corner of Broadway and Alby Street.

The General Assistance and Supervisor's office is located in the back of the Assessor's building, at 100A E.Broadway. You can enter at the parking lot on Alby Street, directly behind the City Hall building.
