A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on
the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following
members were present or absent:
PRESENT: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
ABSENT: – 0
Also, in attendance, Township Assessor Sheryl Beilsmith. Mr. Meehan made a motion, seconded by Mr. Gan, that the minutes of the regular meeting of March 27, 2024 be approved. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
Chairman Bohart presented the monthly Report for March 2024, (All Funds): Town Fund in the amount of $679,245.03; General Assistance Fund in the amount of $205,417.98; Social Security Fund in the amount of $73,764.49; Illinois Municipal Retirement Fund in the amount of $79,023.91; Town Savings Fund in the amount of $200,861.60. Mr. Meehan made a motion, seconded by Mrs. Allen, that the Monthly Report be approved and placed on file. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by
Board; General Assistance Fund in the amount of $10,337.14; Town Fund in the amount of $17,028.17; Social Security fund in the amount of $1,164.02. Mrs. Allen made a motion, seconded by Mrs. Brown, that said Bill Listing be approved. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7
NAYS: None – 0
There being no further business to come before the Board of Trustees at this time, Mrs.
Elliott made a motion, seconded by Mrs. MacAfee, that the meeting adjourn. The motion passed by the following vote:
AYES: Allen, MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 7

The Meeting was called to order by the Town Clerk.
There were 15 Citizens of Alton present.

NOTICE of “ANNUAL TOWN MEETING”
Notice is hereby given that the “Annual Town Meeting” of the Town of Alton, Madison County, Illinois, will be held on the 9th day of April, 2024, at the hour of 6:01 p. m. in the Alton City Council Chambers, 101 East Third Street, Alton, Illinois, for the purpose of transacting any business that may properly come before the said meeting.

The motion passed by unanimous vote to nominate and elect Ms. Ashley Havis as
Moderator. The Town Clerk then swore in Ashley Havis as Moderator.
Ms. Ashley Havis took over as Presiding Officer for the Annual Town Meeting.
Mr. David Gan made a motion, seconded by Mr. Matt Kelly, that the minutes of the last
Annual Town Meeting: April 11th, 2023 be approved.
The Town Clerk read the following material:
a)Statement of Financial Affairs of Township
b)Certificate of Audit
Ms. Ashley Havis made a motion, seconded by Mr. Matt Kelly that the Annual Town
Meeting Adjourn. The motion passed by unanimous vote.
