A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent.
PRESENT: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
ABSENT: None – 0
Also, in attendance was Alton Township Attorney, Matt Kelly.
Mrs. Brown made a motion, seconded by Mr. Meehan, that the said minutes of the
regular meeting of January 14, 2026 be approved. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $4,470.71; Town Fund in the amount of $14,048.28; Illinois Municipal Retirement Fund (IMRF) in the amount of $770.17; Social Security fund in the amount of $1,082.88; Mr. Meehan made a motion, seconded by Mrs. Brown, that the said Bill Listing be approved. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
Chairman Bohart informed the Board of Trustees that a Tentative Budget Committee Meeting will be held on February 27, 2026, at 10:00 a.m. The meeting will take place at 100 E. Broadway, Alton, Illinois 62002. Notice of the meeting will be published. Mrs. Pfister, Mrs. Brown, and Mrs. Ford are to attend the committee meeting.
There being no further business to come before the Board of Trustees at this time, Mrs. Elliott made a motion, seconded by Mrs. Brown, that said meeting adjourn. The motion passed by the following vote:

following members were present or absent.

Mr. Meehan made a motion, seconded by Mrs. Pfister, that the said minutes of the regular meeting of December 17, 2025 be approved. The motion passed by the following vote:

Chairman Bohart presented the Monthly Report for December 2025, (All Funds): TownFund in the amount of $807,884.93; General Assistance Fund in the amount of $168,212.98; Social Security Fund in the amount of $56,140.39; Illinois Municipal Retirement Fund (IMRF) in the amount of $89,346.59; Town Savings Fund in the amount of $205,144.06. Mrs. Brown made a motion, seconded by Mrs. Ford that the Monthly Report be approved and placed on file. The motion passed by the following vote:

NAYS: None – 0
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $8,055.51; Town Fund in the amount of $16,256.26; Social Security fund in the amount of $1,111.65; Mrs. Brown made a motion, seconded by Mrs. Pfister, that the said Bill Listing be approved. The motion passed by the following vote:

Chairman Bohart provided a list of the updated meeting dates for 2026.
Chairman Bohart presented the following two (2) resolutions:
1. WHEREAS, ACT has dedicated $1,500,000 in CY2026 to the Community Action Grants Program to fund Eligible transportation related projects and programs implemented by any 501(C)(3), village, township, city, park district, or transit district that serves residents of Madison County, Illinois; and,
WHEREAS, Alton, Township is an eligible governmental entity serving residents in
Madison County through General Assistance (GA); and,
WHEREAS, Alton, Township has identified a need to provide transit assistance to
improve accessibility and mobility for the clients/residents; and
WHEREAS, it had been determined to be in the best interest of Alton Township to submit an application to this competitive grant process in the amount of $10,000.00 to ACT, in order to obtain grant funds in the amount of $10,000.00 to assist with the cost of public transit for GA recipients.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF
ALTON TOWNSHIP THAT:
Alton Township is hereby authorized and directed to submit an application to ACT in order to obtain grant funds in the amount of $10,000.00 to assist with the cost of public transit for GA recipients, and to complete all necessary documents associated therewith.
Mr. Meehan made a motion, seconded by Mrs. Pfister, that the said Resolution be approved. The motion passed by the following vote:

BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWNSHIP OF
ALTON that the Budget and Appropriation Ordinance for fiscal year covering from April 1, 2025, March 31, 2026, be amended to increase the line item for Emergency Assistance to $40,000.00. Fund will be made from G/A Home Relief Expenses.
Mrs. Elliott made a motion, seconded by Mr. Meehan, that the said Resolution be
approved. The motion passed by the following vote:
