TOWN OF ALTON
ALTON, ILLINOIS
AUGUST 13, 2025
A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent.
PRESENT: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
ABSENT: None – 0
Also, in attendance was Alton Township Attorney, Matt Kelly.
Mr. Meehan made a motion, seconded by Mrs. Ford, that the said minutes of the regular meeting of July 23, 2025 be approved. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
Chairman Bohart presented the Monthly Report for July 2025, (All Funds): Town Fund in the amount of $730,576.42; General Assistance Fund in the amount of $124,152.88; Social Security Fund in the amount of $57,497.38; Illinois Municipal Retirement Fund in the amount of $83,694.01; Town Savings Fund in the amount of $204,115.25. Mr. Meehan made a motion, seconded by Mrs. Brown that the Monthly Report be approved and placed on file. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $9,757.06; Town Fund in the amount of $14,083.70; Social Security fund in the amount of $1,108.81; Mr. Meehan made a motion, seconded by Mrs. Brown, that the said Bill Listing be approved. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
Chairman Bohart presented the following Resolution and Intergovernmental Agreement:
RESOLUTION
WHEREAS, the Township of Alton, Illinois has authority to enter into intergovernmental agreements for the purposes of sharing funds and assets pursuant to Article VII, Section 10 of the Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS 220/1, et. seq.; and
WHEREAS, the City of Alton, Illinois is undertaking the duly authorized purchase of a dump truck for the Public Works Department of the City of Alton;
NOW THEREFORE, BE IT RESOLVED AS FOLLOWS:
That the Township of Alton, Illinois is authorized to enter into an intergovernmental agreement with the City of Alton, Illinois to fund purchase of a dump truck in an amount not to exceed $110,000.00
INTERGOVERNMENTAL AGREEMENT
This Agreement is made and entered into by and between Alton Township, Illinois
(hereinafter “Township”), and the City of Alton, Illinois (hereinafter “City”), this___ of
_____________, 2025 in Madison County, Illinois.
WITTNESSETH:
WHEREAS, the Constitution of the State of Illinois, 1970, Article VII., Section 10
authorized units of local government to contract or otherwise associate among themselves in any manner not prohibited by law or ordinance; and
WHEREAS, the “Intergovernmental Cooperation Act”, 5 ILCS 220/1 et seq., provides
that any power or powers, privileges or authority exercised or which may be exercised by a unit of local government, may be exercised and enjoyed jointly with any other unit of local government; and
WHEREAS, Section 5 of the “Intergovernmental Cooperation Act”, 5 ILCS 220/5,
provides that any one or more public agencies may contract with any one or more public agencies to perform any governmental service, activity or undertaking which any of the public agencies entering into the contract are authorized by law to perform, provided that such contract shall be authorized by the governing body of each party to the contract; and
WHEREAS, the Township and the City have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into this Intergovernmental Agreement to provide up to $110,000.00 to the City for specific uses to be identified below.
Mr. Meehan made a motion, seconded by Mrs. Brown, that the said Resolution and said Intergovernmental Agreement be Laid Over. The motion passed by the following vote:
AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7
NAYS: None – 0
There being no further business to come before the Board of Trustees at this time, Mrs. Brown made a motion, seconded by Mrs. Ford, that said meeting adjourn. The motion passed by the following vote:
