TOWN OF ALTON

ALTON, ILLINOIS

MAY 13, 2026



A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.


The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent.

PRESENT: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford–7

ABSENT: None

 

Also, in attendance was Alton Township Attorney, Matt Kelly.


Mr. Meehan made a motion, seconded by Mrs. Brown, that the said minutes of the regular meeting of April 22, 2026 be approved. The motion passed by the following vote:

AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7

NAYS: None – 0

 

Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $9,340.09; Town Fund in the amount of $31,838.17; Social Security fund in the amount of $1,104.41; Mrs. Elliott made a motion, seconded by Mrs. Brown, that the said Bill Listing be approved. The motion passed by the following vote:

AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7

NAYS: None – 0


Chairman Bohart presented the following Intergovernmental Agreement

for $150,000.00 and the Alton Police Department for their Command Center:


INTERGOVERNMENTAL AGREEMENT


This Agreement is made and entered into by and between Alton Township, Illinois

(hereinafter “Township”), and the City of Alton, Illinois (hereinafter “City”), this___ of

_____________, 2025 in Madison County, Illinois.


WITTNESSETH:


WHEREAS, the Constitution of the State of Illinois, 1970, Article VII., Section 10

authorized units of local government to contract or otherwise associate among themselves in any manner not prohibited by law or ordinance; and


WHEREAS, the “Intergovernmental Cooperation Act”, 5 ILCS 220/1 et seq., provides

that any power or powers, privileges or authority exercised or which may be exercised by a unit of local government, may be exercised and enjoyed jointly with any other unit

of local government; and


WHEREAS, Section 5 of the “Intergovernmental Cooperation Act”, 5 ILCS 220/5,

provides that any one or more public agencies may contract with any one or more public agencies to perform any governmental service, activity or undertaking which any of the public agencies entering into the contract are authorized by law to perform, provided that such contract shall be authorized by the governing body of each party to the contract; and


WHEREAS, the Township and the City have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into this Intergovernmental Agreement to provide $150,000.00 to the City for specific uses to be identified below.


NOW THEREFORE, IN CONSIDERATION OF THE PROMISES, THE MUTUAL

ADVANTAGES TO BE DERIVED THEREFROM AND IN CONSIDERATION OF THE

MUTUAL COVENANTS HEREIN CONTAINED, IT IS AGREED BY AND BETWEEN THE

PARTIES HERETO AS FOLLOWS:


1. Parties : The Township is a township organized and existing under the authority of the Illinois Township Code, 60 ILCS 1/1 et seq., as amended from time to time, and the City is a municipal corporation organized and existing under the authority of the Illinois Municipal Code, 65 ILCS 5/1-1-1 et seq., as amended from time to time


2. Purpose : The purpose of this Agreement is for the Township and the City to memorialize how the funds provided by Alton Township to the City of Alton shall be utilized with the terms set forth herein


3. Finances : The Township and the City agree that the Township will provide funding in an amount of $150,000.00 to the City for upgrades and repairs to the City of Alton Police Department. Said amount includes $139,640.48 for projects specified in bid documents and proposals collectively labeled Exhibit A and attached hereto, along with $10,359.52 to be used for various other upgrades and repairs to the City of Alton Police Department.


4. Completion of Projects : If the City fails to under take and complete the specified purchases, repairs and upgrades in a timely manner, then the City shall return any unused amounts to the Township upon written request duly made to the Mayor’s Office of the City.


5. Amendments : This Agreement may only be amended in writing signed by the

Township and the City after approval by their respective corporate bodies. Any amendment shall refer back to this Agreement and to other amendments, if any, on the same subject and shall specify the language to be added or changed.


6. Severability : If any part of this Agreement is adjudged invalid, such adjudication shall no affected the validity of the entire Agreement as a whole, or any other part.


7. Notice : Any notice required hereunder shall be deemed to be given on the date of mailing if sent by certified mail, return rec eipt requested, to the address or addresses of the entities following their signatures at the end of this Agreement.


8. Miscellaneous : Section titles are descriptive only, and do not in any way limit or expand the scope of this Agreement, which is not the any way transferable by any entity hereto.


9. Dispute Resolution : In the event of any dispute arising out of the application, interpretation or performance of this Agreement, the affected parties agree to meet and discuss the dispute and a potential resolution at least fifteen (15) days prior to instituting any legal action, unless either party my suffer immediate and irreparable harm from the non-performance, acts or omissions of the other party in which case the aggrieved party may seek equitable relief immediately. In the event the parties are unable to resolve the dispute within the fifteen (15) day period, the parties agree to

engage in non-binding mediation utilizing the services of the Federal Mediation & Conciliation Service of the United States or the services of USA & M located in St.Louis, Missouri. If a party refuses to participate in mediation, the other party may (1) file an action to compel mediation, or (2) be relieved mediation and file any appropriate action in the Circuit Court of Madison County, Illinois. Notwithstanding the foregoing, the parties agree that public safety is paramount and there shall be no interruption or termination of services until a non-appealable final judgement is entered resolving any such dispute.


In Witness Whereof the parties, pursuant to the authority granted by resolution passed by the Township Board and the City of Alton, have caused this Agreement to be executed by the Supervisor of the Township and the Mayor of the City of Alton.


Mrs. Elliott made a motion, seconded by Mrs. Ford, that the said Intergovernmental Agreement be approved. The motion passed by the following vote:

AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford–7

NAYS: None–0


There being no further business to come before the Board of Trustees at this time, Mr. Meehan made a motion, seconded by Mrs. Ford, that said meeting adjourn. The motion passed by the following vote:

AYES: Bohn, Pfister, Velloff, Brown, Meehan, Elliott, Ford – 7

NAYS: None – 0

The Township of Alton is split between 2 offices. You can find the Assessor's office at 102 E. Broadway, at the corner of Broadway and Alby Street.

The General Assistance and Supervisor's office is located in the back of the Assessor's building, at 100A E.Broadway. You can enter at the parking lot on Alby Street, directly behind the City Hall building.
