A Regular Meeting of the Township Trustees of the Town of Alton, Illinois was held on the above date in the City Council Chambers, City Hall Building, at the hour of 6:00 P.M.
The meeting was called to order by Chairman Bohart and on Call of Roll, the following members were present or absent.
PRESENT: MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 6
ABSENT: Allen– 1
Also, in attendance was Alton Township Assessor, Sheryl Beilsmith and Alton Township Attorney, Matt Kelly.
Public Comments
Lyndsey Younger spoke re; Fitness Courts
Mr. Meehan made a motion, seconded by Mrs. Brown, that the said minutes of the
regular meeting of February 26, 2025 be approved. The motion passed by the following vote:
AYES: MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 6
NAYS: None – 0
ABSENT: Allen– 1
Chairman Bohart presented the monthly Report for February 2025, (All Funds): Town Fund in the amount of $936,435.95; General Assistance Fund in the amount of $168,740.61; Social Security Fund in the amount of $66,020.35, Illinois Municipal Retirement Fund in the amount of $86,555.67; Town Savings Fund in the amount of $203,091.61. Mrs. MacAfee made a motion, seconded by Mr. Meehan, that the Monthly Report be approved and placed on file. The motion passed by the following vote:
AYES: MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 6
NAYS: None – 0
ABSENT: Allen– 1
Chairman Bohart presented the Tentative Budget and Appropriation Ordinance For 2025-2026 for the Town of Alton.
Chairman Bohart presented the Report and Listing of Bills for Payment and Action by Board; General Assistance Fund in the amount of $8,801.62; Town Fund in the amount of $16,367.57; Social Security fund in the amount of $1,155.79. Mr. Gan made a motion, seconded by Mrs. Brown, that the said Bill Listing be approved. The motion passed by the following vote:
AYES: MacAfee, Strebel, Brown, Meehan, Elliott, Gan – 6

NOTICE OF SPECIAL MEETING to TRUSTEES
Alton Township-Alton, Illinois
TRUSTEES of ALTON TOWNSHIP:
In Accordance with Chapter 60, Paragraph 1/70-30 to Paragraph 1/80-10, Paragraph 1/235-5, Paragraph 1/235-10, Paragraph 1/235-20 and Chapter 50, Paragraph 330/3 of the Illinois Compiled Statutes Revised 1998, you are hereby notified to a “Special Meeting” of the Trustees.
The “Special Meeting” is to be held in the Alton City Council Chambers, 101 E. Third Street, Alton, Illinois, at 6:01 p.m. on Wednesday, April 2, 2025 for the following purposes:
1. To appoint the Town Attorney.
2. To examine and audit the accounts of the Supervisor for the Fiscal Year ending
March 31, 2025.
3. To hold a Public Hearing on the Tentative Budget and Appropriation Ordinance for fiscal year 2025-2026 for the Township of Alton.
4. To adopt a Permanent Budget and Appropriation Ordinance for fiscal year
2025–2026 for the Township of Alton.

NOTICE of “ANNUAL TOWN MEETING”
Notice is hereby given that the “Annual Town Meeting” of the Town of Alton, Madison County, Illinois, will be held on the 8th day of April, 2025, at the hour of
6:01 p.m. in the Alton City Council Chambers, 101 East Third Street, Alton, Illinois, for the purpose of transacting any business that may properly come before the said meeting.

All meetings will be held in the City Council Chambers, Alton City Hall Building at 6:01p.m.
Chairman Bohart present the following Resolutions:
1. WHEREAS, the Township of Alton, Illinois has authority to enter into
intergovernmental agreements for the purpose of sharing funds and assets pursuant to Article VII, Section 10 of the Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS 220/1, et. seq.: and
WHEREAS, The City of Alton, Illinois is undertaking duly authorized construction of a fitness court within the corporate limits of the City of Alton;
NOW THEREFORE, BE IT RESOLVED AS FOLLOWS:
That the Township of Alton, is authorized to enter into an intergovernmental agreement with the City of Alton, Illinois to fund construction of the fitness court in the amount of $100,000.00.
Mrs. Elliott made a motion, seconded by Mr. Gan, that the said resolution be approved. The motion passed by the following vote:

2. WHEREAS, the City of Alton, Illinois (the “City”) is a municipal corporation and a
home rule unit of local government pursuant to Article VII, Section 6 of the Illinois Constitution of
1970; and
WHEREAS, the Constitution of the State of Illinois, 1970, Article VII, Section 10
authorizes units of local government to contract or otherwise associate among themselves in any manner not prohibited by law or ordinance; and
WHEREAS, the "Intergovernmental Cooperation Act", 5 ILCS 220/1 et seq., provides that
any power or powers, privileges or authority exercised, or which may be exercised by a unit of local government, may be exercised and enjoyed jointly with any other unit of local government; and
WHEREAS, Section 5 of the “Intergovernmental Cooperation Act", 5 ILCS 220/5, provides that any one or more public agencies may contract with any one or more public agencies to perform any governmental service, activity or undertaking which any of the public agencies entering into the contract are authorized by law to perform, provided that such contract shall be authorized by the governing body of each party to the contract; and
WHEREAS, Alton Township (the “Township”) and the City have determined that it is in the best interests of the public health, safety and welfare of the Township and its residents, and the City and its residents, that the parties enter into this Intergovernmental Agreement for Alton Township to provide to the City of Alton $100,000.00 for specific uses to be identified in the Intergovernmental Agreement attached hereto.
Mrs. Elliott made a motion, seconded by Mr. Gan, that the said Intergovernmental
Agreement be approved. The motion passed by the following vote:

NAYS: None – 0
ABSENT: Allen– 1
WHEREAS, the Township of Alton, Illinois has authority to appropriate funds for the purposes of maintaining non-profit, non-sectarian cemetery located within the Township, 50 ILCS 610/2c; and
WHEREAS, Alton City Cemetery is such a cemetery;
NOW THEREFORE, BE IT RESOLVED AS FOLLOW:
That the Township of Alton, appropriate the sum of $150,000.00 for the purposes of maintaining Alton City Cemetery.
Mrs. Brown made a motion, seconded by Mr. Meehan, that the said resolution be
approved. The motion passed by the following vote:

There being no further business to come before the Board of Trustees at this time, Mrs.Elliott made a motion, seconded by Mrs. Brown, that the meeting adjourn. The motion passed by the following vote:
